Duties Description Duties include, but are not limited to:- Research and gather requirements by conducting individual or group interviews, scheduling and facilitating meetings, distributing surveys, and reviewing documents. - Analyze and develop requirements for ABC/SLA information technology (IT) systems. - Document the current "as-is" state of ABC/SLA programs and the future "to-be" state; creating flow charts and process models to describe functions. - Develop test data and scenarios, test system functions, and document results. - Develop training materials related to ABC/SLA's LEAP system.- Write procedure manuals and document business process deficiencies requiring resolution. - Communicate business process and system requirements to IT staff, ABC/SLA staff, and stakeholders. - Review and analyze business process deficiencies requiring resolution. - May perform business analysis activities to extract data for operational needs, testing purposes, and to ensure data integrity. - Conduct necessary training with developed materials. - Lead or participate in requirements-gathering and design sessions to define, document, and enhance system functionality.- Create design and analytical visualizations to clearly illustrate proposed and approved solutions.- Maintain and update all related documentation - including system change requests, requirement change requests, test cases, and use case scenarios- ensuring consistency, version control and full traceability project artifacts.- Other duties as assigned/needed.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level * based on their experience and education.Required experience:Professional business analysis experience where your primary duty was performing three of the five following activities:- Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).- Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).- Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).- Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.- Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.The following activities are not considered qualifying experience:- Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.- Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.- Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.- Development of instructional materials and classroom training.- Help desk duties including troubleshooting, resolving user issues, and providing customer service.Substitutions: A Juris Doctor, master's or higher degree in a related field may substitute for one year of specialized experience. Business Systems Analyst level requirements:- Business Systems Analyst Trainee 1 (equated to SG-14): bachelor or higher degree.- Business Systems Analyst Trainee 2 (equated to SG-16): bachelor or higher degree and one year of required experience.- Business Systems Analyst 1, SG-18: bachelor or higher degree and two years of required experience.Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law. 70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor's degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.Successful completion of a two-year traineeship leads to appointment as a Business Systems Analyst 1, SG-18.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

Additional Comments Notes:- Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment. - Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
